Abstract

This study examines digital literacy as a key to community education empowerment among learners at PKBM Pelangi Sirimau, Ambon City. It addresses the digital literacy gap and limited access to technology affecting non-formal learning quality and social participation. A qualitative case study approach was employed. Data were collected through semi-structured interviews, participatory observation, and documentation involving learners, tutors, and administrators. Analysis used the interactive model of Miles, Huberman, and Saldaña with thematic analysis. Findings reveal four themes: expanded learning access, strengthened learning identity, structural and cultural barriers, and increased participation.
